The First DISTRICT PLANNING COMMITTEE for the purpose of consolidating the Development plans prepared by the Panchayats was constituted on 5.11.98.  Now that the second elected bodies of the Panchayats have come into being, a Second District Planning Committee has been constituted on 17.3.2003.

Constitution:

The Ex- Officio Chairman of the DPC is the Administraor or such other Officer as may be designated by him.  Presently the Collector Cum Development Commmissioner is the designated ex-officio Chairman of the Committee.

The District Planning Committee consist of  the Member of Parliment  the President Cum Chief Counsellor of District Panchayat and such number of persons, not less than four fifth of the total number of members elected by and from amongst the members of the District Panchayat.  The District Magistrate, Director of Panchayts  Manager of the lead bank (Syndicate Bank) and an Officer of the Planning Department are permanent invitees to the meeting of the District Planning Committee.   

Functions:

Prepare and Consolidate the Development Plans for the Union Territory of Lakshadweep.

Approve and accord sanction to the budget provisions prepared by the Village (Dweep) Panchayats and District Panchayat.

The District Planning Committee while preparing the Development Plans takes into account:

• The matters of common interest among the panchayats including spatial planning and other physical and natural resources, the integrated development of infrastructure and environment conservation.
• The extent and type of available resources, financial as well as otherwise.

The District Planning Committee has held four meetings since the establishment of Panchayats and have approved a number of developmental programmes and projects prepared and adopted by various Panchayats in the islands.
